Help to locate a friend in SAX / regarding Padrón

I am a non Spanish speaker and seek advice. The form that I need to be completed is www.sax.es/buzon-de-contacto  I think I need to complete is  but being a non speaker can someone please tell me does                 

1/ Datos Personales is the part I need to complete with my friend details that I am trying to locate in Sax, if it is then I have a problem as I do not know is his passport number (and why should I know??) come to that none of the three questions being asked can I answer any suggestions please?

2/ Datos de contacto is for my details?? 

Does anyone know if the Sax Town hall has a e mail address so I can send a direct massage instead of this form or must I use this form??

They don't publich an email address, but the contact form effectively sends them an email.

Tipo de documento: - select NIE or passport

Número de documento: enter your NIE or passport number

Nombre y apellidos: enter your full name

E-mail: enter your email address

Sugerencia, duda o queja: enter your question

Answer the CAPTCHA

Click Enviar

Be aware of two things:

Spanish organisations in general are poor at answering emails

They may not be able to answer you because the freedom of information act may not allow revealing padron information.

Thank you Jim much appreciated. 

It sounds as if they have the same attitude as they do in the Philippines the word Mañana comes to mind.

Re the data protection act, I thought of that and told them I knew about data protection act and suggested they may do me a favour by contacting my friend and passing my details onto Alan, if they do not agree I do not know how I will be able get any details so fingers crossed.
