 The card in use Tarjeta Ciudadano is called a Citizen card ( printed on the back)  and serves as a bus pass , if you have anything other than this, it is out of date.

 I decided not to comment on that post as I, too had never heard of that top up card system, never seen the cards for sale anywhere  & never seen one produced to a driver. As this is now peak holiday season & I travel a lot by bus (4 today), I was surprised at that. If someone provides a link or proof of purchase & usage etc. then maybe I'm wrong but until then, I remain unconvinced.

Just googled this & it seems to be for the transport system in Valencia

The Mobilis card is a relatively new bus payment system that is available for anyone using the Costa Azul bus system. So can be used on any of the Urban AND Inter Urban services, plus the airport transfer bus. 

Its 2 euro to purchase the card (from Torrevieja Bus Station or any of the drivers) and can be topped up in 10 or 20 euro increments (again, by the bus driver). Anyone can use the card and it can be used for any number of fares on the same route. We used ours (in July) for many routes. You get a 10% on fares and the card is valid for 3 years.

Its tapped and ticket produced, same as the residents pass. I believe its been brought into use to alleviate the contact with the bus driver etc.

Even though the poster states that you can buy this bus pass at the station, we were told at the station that you can only buy the card on a bus.  Cash only.  First purchase will be 2 euro for the card, and a minimum 20 euro purchase toward the fare.  Subsequent top-ups can be either 10 or 20 euro.
