The Official State Gazette has already published Royal Decree 463/2020 of March 14, declaring "the state of alarm for the management of the health crisis situation caused by the coronavirus ." Its validity will be 15 calendar days, which could be extended. Although in the next few days the ministers of Defense, Interior, Transport, Mobility and Urban Agenda and Health may be adding further details to what is contained in the decree, the text can be used as a guide to  what you can or cannot do during these two weeks. 
These are some of the questions that  have answers.

Can I go outside?

The order is to stay home. However, according to the text, you can go out to buy food, pharmaceuticals and basic necessities; go to the doctor and health centres; go to work, to take care of elderly, minor, dependent or especially vulnerable people; to return to your home address; go to the bank or the insurance office; "due to force majeure or a situation of need", or "any other activity of a similar nature".

Can I go out and buy tobacco?

It is one of the points that raises the most doubts. Following the guidelines detailed in the previous point, no, unless tobacco is considered a staple product. However, tobacconists are among the establishments authorized to remain open, so implicitly yes you could go.

Can I take the dog out?

Yes. But only one person should take the dog out, always being careful not to maintain close contact with other people.

Can I go for a walk or run?

No. These two activities are not contemplated in the point that refers to exits abroad. Runners will have to exercise at home, since the gyms and sports centers will also be closed.


Can I go to the hairdresser and the dry cleaner?

Yes. The Government has decided to include them in the list of exceptions for hygiene reasons. There are people who do not have a washing machine at home and cannot wash more than 60 degrees, as is recommended for the clothes, sheets and towels of those infected or with symptoms, in addition to the fact that hospitals also use dry cleaners for cleaning. In the case of hairdressing salons, they are an essential part of the hygiene of many older people, since they cannot wash their hair. What is not clear from the text is if it could be anyone, apart from the senior citizens

Can I go buy the newspaper?

Yes. The press and stationery stores and tobacconists will remain open. Aside from hairdressers and dry cleaners, blinds, opticians, orthopedics, pet food shops, and computer service shops. In any case, in all these establishments, the established security measures must be respected, such as the minimum distance of one meter.

Can I go to eat at a restaurant?

No. Hotel and restaurant activities are suspended, and delivery services can be exclusively provided.

Can I take the children to the park?

No. For a few days, it was already advised that children not go to parks, as they could be the focus of infection. Just yesterday, the mayor of Madrid  closed all the parks and gardens in the capital. So the little ones should stay home except for force majeure.

Can I go to the gym or the movies?

No. For security reasons, cinemas, theatres, museums and exhibition halls, libraries and gyms will be closed. Nor will popular festivals be held: yesterday it was announced that the Easter processions were suspended, while the Fallas have been postponed.

Can I visit friends or family?

No. Only in the case of elderly, dependent, disabled or especially vulnerable people who need help and assistance. It is necessary to take extreme measures of safety and hygiene, since these are people who can be more affected by the coronavirus.

Can I take the subway or the bus?

Public transport will work, but you would only be allowed to use it in the cases described in point one, such as going to work, to the doctor, or caring for the elderly, minors or dependents, among other cases. Following security measures will be essential again.

Will trains, planes and ships circulate?

Yes, but to a lesser extent. With the exception of commuter and freight trains, which will maintain service at one hundred percent, medium and long distance trains will see the frequency reduced to 50%. According to the decree, "specific criteria will be established for transportation between the Peninsula and non-peninsular territories, as well as for transportation between islands." The online ticketing systems must include a sufficiently visible message during the ticket sales process in which travel is discouraged except for reasons that cannot be postponed.

Can multiple people travel in one car?

In principle, yes, since "private vehicles will be allowed to circulate along public roads or for refuelling at gas stations or service stations". That yes, "in any displacement the recommendations and obligations dictated by the sanitary authorities must be respected."

Can I go to mass, to the funeral home or celebrate my wedding?

Yes, but with restrictions, avoiding crowds to maximize security. According to the text, "attendance at places of worship and civil and religious ceremonies, including funerals, are conditioned on the adoption of organizational measures consisting of avoiding crowds of people, depending on the dimensions and characteristics of the places, so that attendees are guaranteed the possibility of respecting the distance between them of at least one meter.
