Has anyone heard that there is a hold put on utility bills?

I did read in one of the Spanish newspapers that the utility companies will not be able to cut anyone off for the next year. I'm following a few at the moment so there has been a lot of info and I'm not sure which one I read it in, hopefully someone else may be able to point you in the right direction.

That is correct but only applies  to Spanish citizens or legal residents. Not second homes.
