LA Mata is on the northern edge of Torrevieja, and as such, is served by the same good Torrevieja local buses. These local buses do not go further north, towards Guardamar, however there are "inter city" buses that do. For more info on buses look at http://costazul.net/

I'd say the various areas on the coast are much the same weather wise.

I can't really comment on restaurants in LA Mata or Guardamar, but I'd be surprised if they don't have their fair share of good ones.

Yes, you are right beside the sea but the comment about being colder in the winter has amused me and am wondering why.  I call La Mata the Spanish riviera!  I can’t say how many English speaking people live there but enough to do you! It’s on the level so no ghastly hills to climb in the heat. Superb bus service into Torrevieja and also into Alicante via Guardamar and Santa Pola I believe. Stunning walks along the coast. People out walking with dogs or cycling all day long. With a dog you get people stopping to chat with you too. We bought a house close to La Mata and I’ve never changed my mind about the area, it’s perfect!  It’s no longer dead in the winter as it was 20 years ago. People come to winter there from all over the world but mostly Europe!  Restaurant staff all speak English   Lots of Scandinavian people who also speak our language. Good luck with your choice of location.

I'm not British and would not like to be in an expat community, nor am I too fond of Quesada but it ticks the OP's boxes as to a large ex-pat - mostly British/English area. I mentioned La Mata can be chillier in the winter with on-shore breezes. Inland (in Torretas for example less so).  I had Xmas dinner down there and i got pretty darn chilly when the sun went down and a sea breeze.

surely it's up to the person as to whom they live near, if you don't speak fluent Spanish on arrival here it can be a bit daunting. And it gets chilly everywhere when the sun goes down and sitting on a terrace in the dark may not be everyones choice but you put a jacket on!
