I became resident without showing any income. House purchase was good enough for them.

Pensioners (on state pension) are categorised as "low income".

What about the millions of Spanish pensioners (and those on low income) who own their home and qualify for discounts ?

Are they burden on the state ?

The discounts available in the UK are means tested, as they are here.
