Please note that the article is written regarding the regional rules for Analucia not for Valencia. The rules, as the article states, vary from one region to another and some of the information given in the article  reltes only to Andalucia varies from the rules in Valencia. Please research the aporopriate regional information for your property.

Looked up the Comm Valenciana regulations and they are the similar but a little less restrictive than Andalucia.

EXCLUSIONS, CATEGORIES, TECHNICAL REQUIREMENTS AND PROHIBITIONS:

 What assumptions will not be considered VT? ( vivienda touristica)

 If your home is in any of the following cases, it will not be considered a tourist home: 

1.When you rent it for the season, as established in Law 29/1994, of November 24, on Urban Leases, and in Law 8/2004, of October 20, on Housing of the Valencian Community, and you do not provide/include to the tenant services of the hospitality industry.

 2. When you rent it seasonally, as established in Law 29/1994, of November 24, on Urban Leases, and in Law 8/2004, of October 20, on Housing of the Valencian Community, and you do not use  for this tourism marketing channels.

3. The apartments that make up a block or group of apartments.  Its regulation is found in Decree 10/2021 (Chapter II).

I would still charge friends and family 100 euros/pounds a week to cover water and         electricity ( not much more than breaking even especially if aircon/heating used) and if only done occasionally and paid in Uk nobody will be any the wiser or care.

They would be very mean "friends" who would expect free accommodation in Spain and not pay for the electricity and water they used. Similar to somebody  giving you a lift  or sharing a lift to wherever and you paying towards the petrol/diesel.

Technically that is renting it. You are invalidating your house insurance as you don't have rental cover. You are also tax evading as if a non-EU resident then the tax is a straight 24% of the rent paid. Whilst you can take the view that no one would know they gave you cash in the UK you leave yourself open to potential problems.  Your choice, but you need to be making an informed choice.

Note, this (seasonal letting) still requires the owner and renter you use the correct type of contract so doesn't cover friends and family use. You would also need specific rental insurance too. If the property is let for tourism purposes it requires a Tourist License.

Regarding ( all above) As you well know, ( from previous conversations). There are many illegally renting out as a business. Others allow their friends & family to "stay". No one, (I believe), is going to question ( or have the time & inclination) to ( for example) to query a couple's friends or family covering costs. Have I, ( apart from legal points), missed the plot? V
