I don't know if it's covered by legislation, maybe someone else will know about that, but it's general practice and I've never had a disapproving look when I've done it. But as I said, I always leave some small change on the bar as I leave.
It would certainly explain why public toilets are hard to find.

If you're really desperate there is a little shed in the Park of Nations with a toilet in it. Not brilliant but in emergency it's useable.
