I've just tested the appointment system for Alicante province for an NIE by a British national.

The only location it offers is at Torrevieja, but when I ask for an appointment it says:

NO HAY SUFICIENTES CITAS DISPONIBLES

Lo sentimos, pero en éste momento la Oficina no puede ofrecerle una cita para atender su solicitud.

Out of interest, I got exactly the same when I said I was German.

Jim, sorry to ask again, but is that only for residencia, not for obtaining NIE?

Hi We have been emailed by the relevant authorities and had every application for NIE, residencia that we had appointments made already (before 29th mars) cancelled for our British clients, others are getting through, soooo think everybody is holding their breath at the moment

Although I gave it a topic title as residency, it actually applies to all applications from UK citizens. 

I you try not using TRAMITE PARA LA DOCUMENTACIÓN DE NACIONALES DEL REINO UNIDO, and instead use the option to apply for an NIE or a certificate of residency or non-residency, or an EU citizen residency, then every time I've tested it, it's come up with a similar 'on your bike' message.
