I bought an apartment in Torrevieja and I know that I have to pay mpuesto sobre la renta de no rezidentes( IRNR) . If I don't pay (IRNR) will I have a problem later. I know that some people do not pay IRNR. Thanks

Every non resident should pay that tax if they are not renting out their property. There are fines for late or non payment.
If you sell, the records will be checked and non payment of taxes will be taken from the selling price along with the fine for late or unpaid taxes. The fine is progressive and will be up to 15% of the amount owed after the first year and increasing thereafter.

The annual amount of non-resident tax is so small that it is not worth not paying it. Learn how to complete and submit the Modelo 210 yourself.

What would be estimated the annual price of non-resident tax for 2 bedroom flat?
If I will be renting the flat I have to pay taxes again for mine income isn't?
Just trying to understand what annual expenses would be for 2 bedroom flat if not renting.

Depends on the cadastral (or rateable value) of the property . Say, 2 bed flat cost 100,000 and cadastral value will be less than half but we'll say 50,000. The taxable rate is 1.2% or 2% of that depending on when it was last valued and if it was valued in the last 10 years. We'll say it wasn't so 2% to give the higher amount. That's 1,000 euro as the taxable base. As a non EU you will pay 24% of that value or 240 a year between the owners.
That's the worst scenario. My house is listed as 190,000 but the cadastral value is only 40,000 and was valued so 40,000 x 1.2% x 24% is 115,20 euro a year. Get the cadastral value off your IBI bill and it will tell you the date it was valued and work it out.
