Your standing charge is based on the amount of power you are contracted for. They charge a certain amount per Kwh per day.
The only way to reduce the standing charge is by reducing the amount of power you wish to be contracted for. If you lower the power then you may find using your electric items could cause your meter to trip out. If you reduce power you have to make sure you don't have too many things on at one time, especially a kettle, toaster, hair dryer and full electric oven.
Check your bill to see what your contracted power is. For a modern home a 5.75kw contract is recommended, below that to 3.3kw you are in danger of losing power should you exceed the low 15 amps that gives you.
You pay the standing charges whether you use any electricity or not. They include the power rating, the rental of meter, taxes and so on
