You will need a good stable Internet connection to get an IPTV service. With an IPTV service and the right package you will get a lot of UK channels. You would need to pay for the Internet services.
Apart from a dish or Internet I don't know of any other service where you would be able to receive tv.

You should have access to Spanish TV via a TV aerial for some TV at least.
But if you are no longer allowed dishes, and have no internet, then there is no other option.
An alternative to a "third party" IPTV service, you can get a VPN and access the UK broadcasters online services, once you have stable internet

We are pleased with the Wi-Fi and TV service we get from Avatel ( office in AlCampo in Zenia Boulevard)
However, it’s concerning that you refer to ‘the committee have decided..’ as if you have no say? Every owner has a say in their community and can vote for their presidents and have the opportunity to send in proxy votes for agenda items and to attend the AGM. Do make sure that your current committee and/or administrator have your uptodate contact details so that you are included in all communication.

I've worked with communities of all sizes for TV systems for many years - presidents. VP, committees - etc.
It is quite likely in this instance, that whoever made the decision to tell people to remove their own satellite dishes, was crossing the line legally.
If you have a number of English-speaking members on your community, you arr entitled to receive TV in your own language.
At the top of the link below is the EU directive PDF downloadable in English and Spanish.
https://www.televisiontechnology.eu/uktv-in-spain
To summarise, if the community or members within do not want a community solution - then it may be possible to either have a shared dish, between the community members that do want this - or put your own dish up on your house. As long as it is not on community or shared access - then unless the community will provide a solution, you are entitled to find your own. I can assure you that if you review the original statute of the urb or community will not mention this - so this is something a few unaffected *read selfish - individuals have decided. Which is likely they've just ploughed ahead with disregard for community members or the actual/ EU law.
It's been a few years since i've seen a community do this to people. Personally - i'd forward the EU directive and simply tell the community you will be putting up your own dish, on YOUR OWN PROPERTY (if viable) - unless they will help or offer a shared solution.
If in an apartment block and you can find a few other members of the community in a similar position to yourself. It is perfectly viable to have 1 dish on the roof and you can split costs and share between as many apartments as you like - adding connections as you go, but would only just need the single dish. You can also do this on other communities with townhouses etc and run cables in the street - but would need further investigation as need to find agreed location to share dish.
In my old community - I put the dish on my own roof, and shared it between 18 other houses. Everyone contributed to the costs and we all shared the system - technically privately owned as nothing to do with the community.
The satellite will give you the basic free-to-air TV - but it won't give you the premium content/sports/catchup etc - for that you would need an IPTV type service.
