NIE is your number for life. You need to see your jestoria and get a new residecia. New photos.

As the previous poster said, it is not your NIE which is running out, that is your unique identification number which lasts for life.
It is your initial five year TIE card which is close to expiring. You need to exchange this for the next one which lasts ten years.
Yes, after 5 years you become permanent residents and you can exchange your TIE (which is classed as temporary up to 5 years) for a permanent one which is valid for 10 years.
It is not strictly necessary to exchange it as it automatically changes you to permanent but the bank will require in date photo ID. Getting an appointment to update your TIE is quite difficult at the moment. This happened to one of our neighbours and the bank accepted their passport as ID until they could get the TIE updated.

I got my NIE over a decade ago and I was told they do not run out.
I shortly after changed it for a small green card and banks, council offices, estate agents, the police, post office and everyone else is happy to accept it.

Well, you didn't change your NIE for a green card. You kept your NIE but went onto the register of foreign EU citizens resident in Spain. The NIE number was retained but you now took out what we used to call residency. This was before the UK actually left the EU completely and you would have automatically become a resident and entitled to the TIE card.
Yes, the green card is still acceptable but some agencies are refusing to accept them as they do not have photo ID. They are not accepted by banks and it actually says on the back that they are not acceptable for identification purposes. When we had the green card, the bank also wanted our in date passports to use as ID. Now we have the TIE which does contain a photo then this is accepted for ID.

I have never had any problem with any bank, or health service, changed about once a year.

Have you registered the TIE with your bank? Our banks (we have been with 3 banks since we've been here) wanted photo ID and we only had passports at the beginning,. When our passports were due to expire, they said our account would be blocked until we provided in date photo ID. The new passport was accepted. Then, the next time it was due to expire (yes, we have been here that long) they said they would block the account until we provided them with a new passport. We took the newly issued TIE in and they took that as photo ID.
The NIE is simply a foreigners' ID number and never expires. The TIE is the foreigners' ID card which does expire. Difference is a non resident can have an NIE and the certificate does have an expiry date. They have to update their non resident certificate every 2 years with the NIE. A resident obviously does not have to complete this certificate and the TIE will show they have a resident account.
Must admit some of the banks here are a nightmare. You must attend in person which can be a pain; They told me my digital ID was going to expire and they would again block the account. The only way to do it was by using a smart phone which I didn't have. Even a trip to the bank in person, again, resulted in still getting the message my ID would run out. I had to buy the bullet and buy a smart phone (at a ridiculous cost) simply to update the digital ID.
Like running through treacle with them sometimes.
