Download and complete the form yourself or get your Solicitor to do it for you. My Solicitor did it for me, at the time I did not know I could do it myself. I was charged 60€ about a year ago.
The form and process is easy to follow. Give it a go before you approach your Solicitor.

That's great thankyou. I don't suppose you can remember how long it took to get the number ?
Also have I read somewhere that I have to notify the police of the details of everyone who stays in the apartment?

I think it took about 8 to 12 weeks if I'm not mistaken. You are right about informing the Police. The important thing you must bear in mind is paying the 19% tax on your quarterly takings, that's only, if your apartment was rented out.

You do not pay for the license but you will need a valid energy certificate so may need to pay someone for that. You need to buy your official plaque when you have your license and the official pad of complaints forms. You also need a certificate from your town hall first and some town halls are taking a while to issue them. That is sent off with your other documents with the application and from then it is currently likely to take up to 6 months due to the backlog.
Do not risk advertising or renting out the property until you have your license as the fines are steep.
Once you have your number you need to register with the Guardia Civil and obtain your log in details so you can complete the online form for all guests at the property on arrival.
Most solicitors and fiscal reps will handle the application for you for a small fee - some will just do the application and others include the plaque, complaints form and obtaining your energy certificate so fees will vary. But if you are already that company's client they should be favourable towards you in the fees.
If you are a Spanish resident then you declare the rental income after allowable deductions in your annual return. If you are not a Spanish resident then income is declared quarterly and tax paid immediately. For EU nationals tax is 19% after a few allowable deductions but for non-EU nationals it is 24% of the gross income (inc UK after brexit). You will also need to declare the income and tax already paid in your country of residence in accordance with that country's rules.
