Under Spanish Law, you need to seek permission for all and any work you do to a property, even if its relaying new tiles inside, however, if your just changing like for like then you can get away without any permissions or licences because who's going to know!!!
The thing to bare in mind, other than advice already given if living on an Urb, is if you are changing the or altering the m2 size of either the Villa or outside are ie, making it smaller because your building an extension or making it larger by removing trees etc then you will need to also seek permission.
Most Spanish will just do the work and worry about whether permissions are needed or not later on in life if and when they ever come to sell as the fines imposed for not getting the permissions is much less than that which you are charged with at the time.
I guess it comes down to this: if the work you are doing improves the quality of the property ie, going from septic tank to mains sewage, then do it by the Book and get a Factura as you can claim this back if and when you sell. Same for your doors. If its going to improve on energy efficency then get a facture.
Ultimately, if you live on an Urb, your going to need to the Presidents and Residents permission anyway.
