Trouble with expired documents

I am due to stay at my friend's apartment in San Bartolome end of August. Its not been visited for 4 years 2017. My friend is in UK and I am going to check on the property She is having trouble getting the water and electric put back on, as she had not used her Spanish bank account for years, its now deactivated, her NIE is a paper one only which isn't valid ID anymore (15 years ago that's what you got) , she isn't a resident, only overseas property owner. She can't book online to have the services restored remotely as she needs most of these docs. Is there another way round this? Is there a company locally that can help? Thank you

Thank you for responding. There are no debts apparently? local taxes etc are paid annually by card over the phone. I think she just closed all utilities because she wasn't going to be there for the foreseeable future. I gather a new bank account is in order and utilities companies will then start again. I will pass on your comments. Thank you.

Firstly her NIE is still valid and is a lifetime number similar to the UK NI number.

As someone has mentioned that the Wise online account is very popular amongst property owners as you can set up direct debits to pay your bills. Look at:
