An NIE number lasts for life (it is used for many things, just like the National Insurance Number in the UK). If you look at Jim's Guide or the Citizenz Advice Bureau Spain site you should be able to see an explanation.

The NIE is for life and never changes, it is your own personal identification i Spain.

Are you getting mixed up between your NIE and your padron? Your NIE number is for life as said in previous messages. However, your padron (full name is empadronamiento) is the registration with the local town hall and the actual piece of paper is the one that is renewable. Although you don't have to renew it every 3 months, if you have to use it for a purchase (such as a car) then the piece of paper has to be less than 3 months' old.
