Accessing Public Health System. Carta Legistavia???

We've applied to pay into and access the Valencian health system, we're both residents and been here for required time etc but they've said we need a “carta legistavia” to proceed. This is to prove we have opted out of the NHS in UK for me and HSE in Ireland but we're unclear what documentation can be generated to prove this. NHS website says you need to opt out of NHS through your GP but going round houses with GP in London who are adamant that they can only opt me out if their GP services and that there's no document they can give me. Any advice gratefully received. Thanks.
