I'd like to know what the OP means by "tourist permit" as there is no such thing?

The overarching headline reads Tourist Licence therefore one would assume this is what the OP meant?

Tourist license or tourist permit, what is the difference? My first language is not English, so I don't know the difference between those two terms. Apologies for language barrier.

This link gives the property requirements and has lots of other info as well, and it is an official site. The first stage is the application at the Town Hall for a Certificate of Compatibility. Each Town Hall varies in how long it takes to issue them and not every property can get one. Additionally for that application you will need a valid habitation cert, copy deeds (nota simpla is fine), certified copies of your NIE and passport and usually copy of IBI (suma) receipt for most recent bill. Without that certificate you cannot apply for a Tourist License.Once you have the certificate you can apply for the license from the office for tourism in Alicante. You will need an ECP as well at this stage. The application is done online or by post.
If you are successful you will be issued a License number. You buy your official plaque, official complaints forms and obtain login codes for registering your guests.
If a non-resident your tax is payable quarterly in Spain.
