Doing a Speed test is not a true way of internet speed and capability. The speedtest type packets are given high priority and 'just passed through' , while other types of traffic is allocated a priority level, it's called QOS, quality of Service and it's a way of balancing throughput. What it looks like is they do not have the network or datacenter capabilities at certain times of the day, obviously when user's demands are high. They have grown too big too fast (read taken on too many customers) without investing in more infrastructure to adequately cope with current demands.
