Digital Certificate for Paying Non Residents Tax

Property Tax Question
Can anyone advise me, of how to Obtain/Download a Digital Tax Certificate for paying Non Residence Tax online to the Spanish Government?
We bought a small flat in Calpe, which we rent out. However, we were unaware that as Non Residents that we would have to pay 24% Tax. So, through searching on the internet many a long hrs, we understand that; the Non Residence Tax Digital Tax Form can be paid online to the Spanish Government by means of this Digital Tax Certificate,together with filling out a 210 Tax form.
So, as where to Download this Digital Tax Certificate ? I would be very vey greatful for your advice please.
