We are now spending more time in our home at Campoamor Golf having retired from full time work. We have had the property for some years and obtained our NIE numbers some while ago. In looking at publications it seems we should also obtain a Padron both to help ourselves and the local community. What steps do we need to take to obtain this please?

If you're not resident, don't do it, as that would be illegal. Signing on the padrón is declaring that you're resident here (and therefore liable for income tax here).

morning,
sorry if someone has asked this before, but can't find it on the forum, and i'm well confused.
Can you be a resident in two different countries at the same time then?
if i rent for 4 months in Spain over the winter(so more than 90 days), just an extended holiday every year, already with NIE number, not working , financial stable to support myself etc etc, then go back home for 8 months in the Uk, do i still need to register for residency in Spain ?

To be legal, yes. You would need to apply for a certificate of temporary residency (pre-Brexit) or a residencia card (post-Brexit).
If the EU Commission's proposals are accepted by the EU, you won't need a visa to enter Spain.
A stay of less than 183 days would not make you a fiscal resident.
Similarly, as Spain isn't your habitual abode, it wouldn't entitle you to sign on the padrón.

Post-Brexit, that may well be the case, but we'll just have to wait and see for the moment.

just one more question, is getting a 'certificate of temporary residency' the same as applying for a normal fiscal residency , or are they easier ?(assuming no Brexit deal for now) .

There are laws determining the need for both EU and non-EU citizens to register their presence in Spain for more than ninety days, resulting in the applicant being issued either a certificate of residency or a residencia card. All this does is confirm that you're legally resident here.
Fiscal residency is what you have if you spend more than 182 days here in a calendar year. It doesn't matter whether or not you have one of the above types of residency, and there isn't an application for it. Stay here for 183 days or more in a calendar year and you become a fiscal resident, and are then obliged to declare your worldwide income here and, if applicable, pay tax on it.
