NIE before Residencia

Another question please, so I have the facts and can deal with the situation I find myself in. I have read that you do not need an NIE when applying for a Residencia as you get an NIE with the application. Is this correct?
This was the case until two weeks ago the gestor I hired stated I would now need to get an NIE for the process , I tried to question this but I was told it was because of the online system and an NIE is needed now for the process The gestor booked an appointment and did the form for me and I believe charged me 150 euros for this? Seems a lot of money ?
