Problems getting appointment at traffico office

Are other people, trying to change their U.K. driving license to a Spanish one, having a problem getting a appointment at the traffic office to exchange initially for a stamped receipt. I applied on line last November and cannot move onto next step and understand process has to be completed by end of October?
