Is it true that you need to have a permit or license to re-tile and update our bathroom, which seem strange. If so how do you apply for one. We do not live in Spain but we own an apartment in Guardamar. Thank you for any help.

Technically, yes, but this must be one of the most ignored rules going. Unless your deeds describe the bathroom in detail, there is not going to be any mismatch in details on the deeds should you decide to sell in the future.

Our builder insisted on getting a permit for us, cost a small percentage of the total cost and at least we are legal.

I would disagree that it's an ignored rule. It's very easy to do and not costly. Any reputable company will advise that it's necessary - a legal requirement.

You need to obtain a license from the ayuntamiento In Guardamar
That’s when the fun begins as you are have to provide detailed information and drawings of the work you are having done and with Guardamar you also need to plan well in advance.
We’ve had exterior work done and our builder obtained the licences from Guardamar on our behalf. Now if Guardamar say it will take 8 weeks, it will take 8 weeks. Our builder hassled them on a weekly basis and we eventually got the license through after 7 weeks and 5 days!
What’s more frustrating is the neighbouring municipality of Rojales, will rubber stamp the form within a couple of days.
But as Cheryl said previously you are highly unlikely to have a detailed description on your deeds of your bathroom, so I can understand why most people wouldn’t bother.

Considering the number of problems that come up on re-sale where even extensions or underbuild conversions have been completed without a licence let alone having the deeds changed, I have to disagree. My whole villa was built without a licence and various extensions added over the years and it was not until we were buying it that it was formalised. The owner had got away with over 20 years worth of reduced IBI payments and only had to pay back 4 years worth.
Reputable builders, tilers, kitchen and bathroom fitters etc will always want a licence to be in place as they follow the rules but I wonder how many thousands of DIYers have gone through the process without having any idea they should have got a licence.
