Hi there 

Could anyone tell me whether I need to be a permanent resident of Spain to register my Property  with the Valencia Tourism Board and start a B and B ?

I have an NIE and Padron for my  ayuntamiento.

No you do not need to be resident.

Since you mention being on the padron I would point out that as a non resident you are not permitted to be on one and it can have unwelcome consequences.

My advice is to I take yourself off it before getting involved with the powers necessary for getting a tourist licence.

If you are running a BnB you would need to be their to provide the breakfast for your guests. Or are you thinking in terms of employing a manager to look after the guests?  Only residents should be on the patron.
