...nts were with a "trusted lawyer", but gave no timescale of when/how long they had been in possession of them, or what progress, if any, had been made in that regard.  

In fact, if timbo IS non-resident, and has always been so, then there is no issue with his car being in Spain on UK plates, so long as he has been complying with Spanish residency rules and has ensured that the car has received it's annual MOT when he has returned it to the UK each year.  If others want to make assumptions about what timbo has, or hasn't, been doing, that's up to them.
