I don't think it's a legal requirement to own one or display one.
However, if you drive into an emissions controlled town/city without displaying one you may be subject to a fine.
One question I'd be interested to know the answer to, is if you displayed the sticker on the left side of the windscreen instead of the right side, would it still be effective?
Not yet legal but will be when the signs go up. Still no indication but you will need one displayed in Madrid and Barcelona. Probably from the 1st Jan next year to enter one of the zones. As far as I can see, they are not mandatory unless you enter one of the LEZ.
Re the British car. You cannot get an emission sticker for a foreign plated car except some EU countries which are recognised but not UK ones. Barcelona and Madrid have a registration service where you can register your car and enter the zones but no details on this area have yet been published.
When they come into play, fines for not displaying a sticker, even if the car is compliant, or not registering your foreign car are expected to be quite high. Something like 90 euro for not displaying if compliant and up to 200 if entering in a non compliant car.

There is an app that shows all the emissions zones in Europe and their status. It indicates what emissions sticker levels are allowed to enter the zones. Input your vehicle model and licence plate number and it will show you the sticker level you will be allocated if you apply for one.
"Green-Zones" is the app name.
