My son’s partner is Zimbabwean, lives in the UK. We have invited her and her son who is a UK citizen, together with my son and his children to visit us in August. Flights are booked and she has been to Spain previously. She needs a Visa and apparently I need to get an invitation letter stamped by the police.
I have been to the local police who told me to go to the civil police who told me to go to the national police.
Advice please!

The last advice is correct - it's the national police office you need.

To give one example, the London consulate include the following in their list of requirements for a Schengen visa:
13. Accommodation: Hotel Bookings / Deeds of property in Spain or IBI annual payment of the property in Spain / Letter of invitation from the host issued by the Police in Spain on an official document.
