To be certain, you should make enquiries of the Arquitecto at the local Ajuntamiento. Each area has differing rules, and in principle anything classed as a rural dwelling may well have certain restrictions as to what may be done. It also depends on the condition or even if basic utilities are connected, not necessarily a given in a dilapidated rural property..
Please be careful and make as many enquiries from official sources as possible, and do not take anything an estate agent tells you at face value.
We have a friend trying to sell her rural property where they have lived for several years and to which works have been done. She was suddenly widowed, and needs to move. Due to the nature and situation of the property, which they had assumed was totally legal, and recent new building standards and requirements being imposed by Valencia, she has been struggling for over two years to finalise all that is required and obtain the relevant legal certificates to enable her to complete a sale.
Also be aware that abogados , lawyers, here do not undertake what we call ‘ searches’ on the property, for example checking what proposed developments may be in the local plan, whether there is a proposed railway line for example. Unlikely, I know, but it is up to you to find out. There is a contributor to this site who has found themselves in a dire situation because of this exact situation.
all these problems are resolvable, but it is better to spend time doing research beforehand, rather than discover major difficulties later.
