To quote from DGT:

If the ITV of your vehicle has expired during the alarm period, it will be considered temporarily extended, and you can drive without any problem for the duration of this exceptional period.

Licenses whose validity period expires during the alarm state will be automatically extended for the duration of the alarm and until sixty days after its end.

I included the bit about driving licenses because I find it of interest that they have stated how long after the end of the state of alarm one has to renew a license, but they haven't done the same for ITVs.

It took a Finnish friend of mine two years to get his license, so DVLA seem positively efficient compared to that.

Have you checked if your license is still in the DVLA system? If it isn't, then it's DGT who have caused the delay, and vice versa.
