My article reflects what happens in some town halls. All you can do is ask if they'll issue a temporary padrón whilst you get your residency certificate.
I'd also point out that the padrón isn't legally necessary for a residency application - it's just interpreted that way at some of the offices who handle the applications.
I suggest you start a new thread asking anyone who has got residency fairly recently if they were required to produce a padrón and, if not, what other documentation was considered acceptable. Then go to that office if Orihuela won't issue a temporary padrón.
