I am trying to find out how many contract hours I need to work to be able to get sipp cards & help reduce prescription costs

Extract from European Commission , Employment, Social Affairs & Inclusion, Spain Healthcare:

In Spain, people "insured" under the Sistema Nacional de la Seguridad Social (National Social Security System) and their beneficiaries are entitled to healthcare:

  • Insured: you can receive healthcare if you work and are registered with Social Security, as well as if you are a pensioner or unemployed perceiving unemployment benefits or allowances and are resident in Spain.
  • Beneficiaries: you can receive healthcare if you are a relative of an insured person, are resident in Spain and fulfil certain requirements (see below).
Therefore my understanding is that if you are paying Social Security contributions to the  Nacional de la Seguridad Social (National Social Security System) you should be able to apply for a SIP card through your local INSS office. The hours you work is of no relevance but you need to be contributing to the system. If you are not making contributions speak with your employer and ask why you arn't:
