My friend bought a property in May 22. However, they've yet to receive or pay their council tax bill (Suma).
Can anyone tell me how to get a copy of the invoice online without a reference number

It's not due until September to October this year. The person owning the property on 1st January each year is responsible for the council tax for the entire year. If they bought the property in May 22 they would not be liable for IBI in that year.
They will pay it this year and should get notification before the date due, probably July with the date it has to be paid by (usually first week in November at the latest).
