Resolving Damp Problem

We have a first floor apartment with stairs to a roof terrace in La Aparecida, 3km from the city of Orihuela on the N340. We have damp around the door to the roof terrace which is now also appearing on the wall down the internal staircase. Every builder, whether English or Spanish is not prepared to travel to our village despite offering to pay their travel costs.
Can anyone help or recommend someone who can remedy the problem.
