What is the best way to deal with a neighbour that play loud music.  It's like living in the middle of a rave. Have spoken to him and just turns it up louder

Is he the owner of the property or is he renting?  If he is the owner and you live in a community of owners contact your Administration.  If he is renting, the Administration can contact the owner, the owner being responsible for the behaviour of their tenants.  Or call the Policia Local whilst the music is blaring, they will attend and deal with it.

Record it on your phone

Call the police 

Highlight it with your president if part of a community/residential area

Interesting one…

like a lot of things in life, when does one have a right to peace and quiet and yet another not have a right to enjoy music?

How ‘loud’ is reasonable or is that too loud for others?

If you want a quiet life should you buy an isolated place in the country, or should someone who enjoys loud music be the one that has to do that?

I find it an interesting subject but do have sympathy with such difficulties.

The neighbour has a right to enjoy music, just at a reasonable volume. Could be he's a little deaf but judging by the response you got when you raised the issue with him he is probably just an awkward character. 

As you have already tried speaking to the neighbour without success then I would do as others suggest and involve your community president/administrators/police as necessary,

Thats exactly the point, I wonder what is the test for reasonableness?

As Fretter said, maybe the police are the ones to make that decision.

The Local Police are the best port of call,their main task is resolving disputes between neighbors over ...noise.Best call when the noise is disturbing you,they will make a decision when they arrive and make sure the neighbor complies ,or they will impose a resolution.

We had neighbours some years ago which sound like yours. It was hell. One night as we were trying to watch television,the noise coming though the wall made it impossible to hear. I lost it!   Raced into the kitchen and came out with 2 large saucepans and a wooden spoon. I turned the pots inside down and began hammering them. Within a few minutes the noise from next door was vastly reduced. Let him have a sample of his own medicine.  In due course, you’ll meet half way. ( Ihope)
