It is a "permanent ford" and means nobody can park in front of his driveway or it will be towed away. This also applies to his car as well.
The permanent ford means you can cross the pavement to access the driveway or garage.

The sign advises that the house occupier has a licence from the local town hall to be able to cross the pavement into his driveway/garage and no-one should park in front of it (including him/her self). Normally just called a 'vado'.
