Ok thanks. As I am not a pensioner I am not entitled to free care in Spain anyway. But worth knowing that the situation has changed. 

Watch this space I guess as Brexit moves forward.

Lets make it simple:

As said in previous posts, you must go to INSS with the S1. If you look at the S1, that's what it tells you to do. After that you will be given a document entitling you to a permanent SIP.

Pre-Brexit, a padrón last for five years, and after that it lasts for two years. You only need a currently dated copy of the padrón if you need one for some bureaucratic procedure. If you don't need one, then you're wasting your time 'renewing' every three months.

Thank you all for making it clear.  I am an educated person really I am but I can only think it must be my age  and too much sun.

You can all guess where I am going this week if I can get an appointment.  Yes INSS.....))

Hi

I was on here a few days ago and it was most helpful.  I have but one more question which might be easier than phone the Social Security Dept in  Torrevieja. I did try but was waiting and waiting. 

My question is.  It required to make an appointment to get the paperwork for a permanent SIP or does one just turn ?

INSS prefer you to make an appointment, although most Spanish just turn up and wait their turn. As far as I can tell, the link is:
