All of the above comments are correct,if you are a UK pensioner you can apply for your S1 from UK if you have a Spanish address as it gets sent there,they advise you apply as early as possible.At the moment ,from the first phone call to the International Pension Service the process takes up to 10 weeks as they all seem to WFH ,a question that is asked and seems to be the most important is " what date were you first entitled to your pension" hard to remember but vitally important as you cannot progress until you get this right!
If you have Residencia you take your green sheet ( or TUI)plus the Padron ,an up to date one,and the S1 to a Gestor ,and let them get the Spanish form permitting you to get your SIP health card as the National Police are notoriously slow giving out appointments and you can avoid the stress.In Benidorm this took four days ,with a Fiesta slowing things down, cost €20.
Once you get the Spanish form of S1,go to the Health Centre for your area with your Padron ,ID (passport and Residencia , just in case)to prove where you live in the town.In Benidorm this took 20 minutes from entering to leaving including waiting in a que,in Benidorm the SIP is produced on the spot,make sure you give your Spanish phone number so that they can contact you in the future.
Just as a note the Residencia ,after 5 years,is changed to "Permanente" and you are a full resident.
