I agree with Elinspain, report the matter to your Town Hall. National law already exists for them to take action on this, but because implementation was delegated to the local authoritires, it's hit and miss whether you live in an area that has rolled out the scheme. Our Ayuntamiento in Formentera del Segura introduced the scheme in summer 2022 (although the law was enacted in 2013!) All dog owners had to take our animals to a vet nominated by the Ayuntamiento where the dog's DNA was taken and details added to its chip. We were also given a disc for his collar with a barcode that can be read by the police. Our local police prosecuted our town's first offender about 6 months later.
When I first heard about the scheme, I thought that the sort of people who have no conscience and don't care about social responsibility won't bother to get their dog registered, but then you stand the chance of being caught without the barcode disc, and if you don't realise you've been spotted allowing your dog to foul the road or pavement, and don't pick it up, you've committed two prosecutable offences. I really don't understand people who think this is acceptable behaviour, but I also don't understand why so many Ayuntamientos have failed to roll out the scheme. Perhaps you could ask that question of your own Town Hall? Good luck!
