I know Meetup do them in Alicante (Though I’ve never been) look on their website www.meetup.com or download their app to join.

If you go to the local library. Biblioteca de Santa Pola they have a list of people who are looking for language exchange, usually with spanish, in both the town centre and Gran Alacant branches.
