If she is a UK passport holder she will need a visa to live permanently in Spain.

If she is to retire to Spain and not work she can apply for the non lucrative visa.  She will need to prove an income of around €28,000 per annum and full healthcare.

If she is wanting to live in Spain and wants to work she will need to secure a position first and then her prospective employer will need to apply for a work visa on her behalf.

If she comes to Spain without some sort of visa she will be tied to the 90 day rule.

If she has an EU or Irish Passport then she can move to Spain and sign on the foreigners register.

If she gains a visa from the Spanish consulate in the UK she can then move to Spain and apply for residency.
