My son is one of those who due to timing was unable to exchange his license and so is now unable to drive legally. Is this a blanket ban? Can he for example drive my Spanish car ( I am not a resident) or can he drive a hire car?
If your son is a legal resident in Spain and his UK licence is expired it will then be invalid for any event.

Hi Steve. He is a legal resident but has a legal unexpired U.K. license.

Until the rules change to drive any vehicle legally in Spain he will have to take the Spanish driving test.

As a legal resident his driving licence becomes invalid after 6 months and he will need to take a Spanish driving test.
