Where is the town hall and do they speak English. Is this something my solicitor can do?

Some of Punta Prima I Torrevieja and some is Orihuela Costa. OC town hall is in Playa Flamenca near Mercadonna supermarket near N332

hello i am tryin to register my property to rent out as holiday let and have the registration form and my documents however i gather you have to get permision from the town hall. I have emailed them as am in england at the moment but have had no reply, Can anyone advice me whethe i need to send them a form or if i go into the town hall on my next visit if this is something i can do on the day ? I have looked online and there are several departments so im not sure who to contact
