The link was misunderstood by the original poster and should not be used. My Ayuntamiento are now issuing temporary SIPs. Need to take TIE, or Residencia, and your PH insurance card/details. Also our local salud are issuing cards too. Same documents needed and up-to-date padron ......

...card and passport + valid EHIC card to get a provisional 6 month SIP card (1 month if no padron register) and registered on the vaccine list.
In case of Covid symptoms, the health government's web site also offers to register `without the SIP card if "in the last days have begun to present at least one of the following symptoms that they did not have before: cough, shortness of breath, sore throat, fever over 37,5ºC". In this case a doctor will contact with further indications.
