The link was misunderstood by the original poster and should not be used.  My Ayuntamiento are now issuing temporary SIPs.  Need to take TIE, or Residencia, and your PH insurance card/details.  Also our local salud are issuing cards too. Same documents needed and up-to-date padron ......

In this case a doctor will contact with further indications.
