Hi,
if your talking about the barred metal gates that most properties have in Spain then there is no need to remove all the old paint. Buy metal paint from somewhere like Leroy Merlin and it will have pre-painting instructions on the can. Basically brush of any loose paint with a stiff wire brush and then rub down with medium grade sandpaper (both also available in L-M). Wipe the dust off and then paint. If it needs two coats you may have to rub down between coats.
Ask the staff in the paint department for the best type of paint to use for outdoor gates, they are very helpful and speak english if needed..

I would recommend removing any flaking paint and applying rust converter before applying your metal paint.
