Can any one point in the right direction, we need to obtain a tourism license to be able to rent our property out and start a new business, any recommendations or advise would be greatly appreciated

Starting a business will depend on what Visa you apply for & receive from the Spanish Embassy in the UK.....This is what you need to enable to you to live & work in Spain.

First you have to request urban compatibility by city council / Townhall and then you apply for the tourist licence.
She did it for me, doesn't speak English, but knows what she's doing. Applied in July and I got it in Jan. I use Google translate to communicate (by text) with her. She will tell you all the documentation she will need from you. She also does the non resident taxes and much more. She has an office in the real estate agency Prisma Mediterranea.
But you can also apply for it by yourself

If you are currently in Spain then go to the Town Hall and speak to someone ask for the forms to apply for a Compatibility Certificate - you cannot apply for your Tourist License until you have that. Take your passports and NIE's, you will need proof of ownership (copy of the Escritura), latest IBI (Suma), usually a Habitation certificate and either now or with the main application you will need an energy certificate. The good news is Torrevieja Town Hall are reasonably quick with issuing these once you have all the paperwork together. I should state that it is not automatic that this Certificate will be issued as the property needs to meet certain criteria and the community must not have voted to veto future License applications.
You then need to do the actual Tourist License application, you can download the forms

Again it will take several weeks to process the application.
Once you have your License number you must buy your official plaque and register with the Guardia Civil (in our area) to obtain login codes for your property to register your guests details. You will need to quote your License number on all forms of advertising or promotion. You will need to prepare booking forms, contracts, arrange for keyholder/cleaner (must be registered to work in Spain) and ensure you have all the specified equipment in place.
If you are a Spanish resident then you list the income in your annual tax return and after a few allowable deductions pay 19% tax on the net rental. If you are a non-resident then you file a quarterly tax return with tax due immediately - if resident in another EU country you pay 19% of the net rental in tax but if resident in a non-EU country then you pay 24% of the gross rental in tax.
