getting new copy of NIE

Good day all,
I already have an NIE number, and a copy of the original certificate.
I would like a new original version of my NIE number.
I have the following questions:
(1) Does Torrevieja have an office that issues NIE numbers. ( Street name?)
(2) has any one recently renewed their NIE at this office.
(3) What is the procdeure. Do you have to book an appointment.
(4) Is their a fee for the new copy of the NIE. If so, how and where do you pay the fee.
(5) What documents are required. I presume copies of passport, any additional paper work.
Any advice on the above will be much appreciated.
