sincerely I still don't know how it will be. After the " impadronamiento I went to the police office and they told me that I should take an appointment on line at 9:00 o'clock in the morning. Now, reading all the papers about on internet I found out that also european citizens have to show health care insurance; I don't know how to pay the 12 euro taxe reported. If someone knows about tell me please.

The payment of the fee is covered in detail in my residency guide, but I suggest you ensure you have the required health cover before you proceed any further.

If you, or a partner, have a pension from your government then you are entitled, as dependents, to a SIP card - no need for private health insurance.  Ask at the Ayuntamiento Social Services office.

My husband turned 65 July 6th does this mean he can apply for the s1 form ?

If he has started receiving the state retirement pension, then yes.

It depends on whether he is in receipt of the State Pension as Jim states, DWP has started amending the age when a person gets the Pension, if there was a change your husband should have got notification, I am 62 and won't get the State Pension until I am 66, as time goes by that will be increased for others until it reaches 70,
