You must be joking. You do not pay anyone to do the padron as you simply turn up to the town hall where you are going to stay and tell them you are going on the register of foreign EU citizens resident in Spain. Simply show your application form and in date passport and you get it there and then for free for a period of 3 months to cover the time to get on the register. You need to apply within 3 months of arrival.
You then make an appointment at a foreigners' office or National Police station in your province and pay the tax of around 12.90 (it changes) at a bank.
You can apply for the appointment and do the application form at this site https://administracion.gob.es/pag_Home/en/Tu-espacio-europeo/derechos-obligaciones/ciudadanos/residencia/obtencion-residencia/inscribirte-residente.html
All you are doing is registering your presence in Spain and have to show financial means (600 euro a month) and private health insurance.
Do not pay those ludicrous prices, even 70 euro is a bit much.

Contact Abaco solicitors in Torrevieja. They were charging 70 euro per person (if there were 2) but that was a few years ago. They also made the appointment for you, completed the application form and met you at Elche National police station in that price. Yes, prob gone up a bit for EU registration but nowhere near what you were quoted.
